1. The first step is to create a letter of intent, which should include the name, location, vision, nature, and planned area of emphasis of your prospective institution within the existing Nigerian university system. The NUC’s Executive Secretary is the primary recipient of this letter.
2. After reviewing your letter, you will be interviewed to determine your level of commitment. If you are still interested in proceeding, you will be asked to pick up a packet of 10 application forms, which must be submitted in person. There is a fee associated with this (currently N1,000,000, but this is subject to change), and copies of guidelines and other requirements will be provided to aid and facilitate direction.
3. Upon submission of the necessary applications, you will be required to provide a Bank Draft payable to NUC for the non-refundable processing fee (currently N5,000,000). You will also need to attach several documents, including:
- Draft of Academic Brief
- Draft of University Law
- Counterpart Deed of Assignment
- Draft of Master Plan, and Certificate of Incorporation/Registration of Proprietors (along with Articles and Memorandum of Association).
4. You will also need to provide a Letter of Available Liquid Cash, Assignment/Certificate of Occupancy, and a Bank Guarantee of Funds in the Amount of N200,000 from a Reputable Financial Institution.
5. The next step is an interactive meeting with the Standing Committee of Private Universities (SCOPU), which is composed of members of the Planning and Implementation Committee of the university you intend to establish. This meeting is a prelude to the first trip to the prospective university’s campus.
6. Once all the required paperwork is submitted, experts from the relevant NUC divisions will review the documents thoroughly.
7. The NUC will conduct a first verification visit, after which the proprietors will revise the documents based on the report of the standing committee of private universities of the commission.
8. A final site assessment visit will be conducted, followed by a security screening of the proprietors and board of trustees of the proposed university.
9. Once the NUC board approves, the management of the NUC will also need to approve the project.
10. Finally, the Federal Executive Council (FEC) will also need to give its approval before the private university can officially be established.
